Davide Bifolco was killed by a policeman in the 'normal'city

translation of article from http://www.ilfattoquotidiano.it/2014/09/05/napoli-ucciso-da-un-carabiniere-nella-citta-normale/1111800/

It's a long wave of anger, hatred and despair that in the Rione Traiano, the western suburbs of Naples, seems to overwhelm everything and everyone. Davide Bifolco would have turned 17 in a few days. A gunshot exploded accidentally by a revolver of a policeman - now under investigation for manslaughter - snatched his life. He was driving a scooter that was not his, uninsured and had no license. He was not alone. Riding with him were two other people: a previous offender and a fugitive. When the Carabinieri ordered him to stop, he didn't. Then he gave up. When the investigations were in progress, then the tragedy.
Davide, as reported by many, was a good guy, with no criminal record and had never had problems with the law. The question is cynical and ruthless but legitimate: why was Davide, the good guy, in the middle of the night in the company of two thugs and strolling around the city? The investigation will take its course. The officer will pay as it should be if he did wrong out of recklessness fear and hastiness. The State must be the State. The police must ensure the legality in their difficult task and not break it.
In the background there is a city in disarray, comatose, and mournfulness. There are at least two new generations growing up in the shadow of feuds, wars with drug dealers closed to your house. In front of them there is nothing, emptiness. In short, take a ride at night with whoever happens to be there is "normal". Lives are at loss. I’ll stop and leave the rhetoric to the "professionals" who feed themselves with tragedies, shout words and the usual moral. I express concerns. I write without controversy, not only exerting a self-justifying critic: What does the government do? The agenda of the executive is a great deal of everything. It deals with emergencies after emergencies. The ethics of doing. They make announcements. They show slides. Well, great, again. There is a Southern Italian panting. It is not the usual film in black and white. We now need to open our eyes, look with a living sight in the belly and in the suburbs of the cities of the South. The fuse is alit. The explosion can happen at any time. And I do not know if anyone will be saved. "Change direction" in these parts is really an emergency.
In less than four days in Naplesreal gangs armed squadrons  have roamed the streets of Materdei, Barra, San Giovanni and Ponticelli, squadrons of evil firing groups "showing" demonstrative actions, regardless of the hour, the probability of hitting innocent people or ending up in the net of justice. Bursts of Kalashnikov against sensitive targets to "warn" that now and maybe for a little there are new owners. Before the eyes of many have been seen scenes of sheer terror. Armed raid that left up to 40 cartridge cases on the pavement.
We are not in Iraq, in Syria or in Ukraine, but in an Italian town, in a Western country that helped found the European Union. The scenes were not so different from those that show us the war correspondents from the unfortunate territories. What is worrying is that damn atmosphere of normality, indifference, justificationism that the southerners always show to exorcise reality. The gaze is directed to San Gennaro and he deserves the thanks, if nobody dies. A month ago instead, not even the strength of San Ciro could do anything in Portici. Mario Bottari, 75, retired crossed a stray bullet while he was shopping, which was by two criminals during an attempted robbery to an entrepreneur. He is dead. Another umpteenth innocent victim. There are more than 300 in Campania. Figures from war and that no one recognizes and more than anything wants to fight.
Therefore the premier Matteo Renzi in his various international summits should also enter the regions of southern Italy, areas of low-intensity warfare, to patrol and be pacified by a UN force or NATO. Davide was yet another umpteenth victim. Like the others pays the very high price to be born and raised in a land seemingly "normal" but endemically in war.
